"note": "Two different numbers, and the difference used to be hidden behind the words \"what we paid\". The BID is the maximum we offered for a settlement, which is the envelope fee and what the daily budget reserves against. The CHARGE is what the ledger actually took, read back from the transaction result. Stellar runs a fee auction and charges the clearing fee, so the bid is always at least the charge: our first pubnet sale bid 34035 stroops and was charged 23479. Rows written before we recorded the charge carry only the bid, which is why chargedSettles can be smaller than settles and why the two totals are not comparable row for row. Stroops, not USD: the XLM price moves after a row is written, so no USD figure is baked in here. GET /api/x402/stellar/status prices it live off the order book on the very ledger these settled on."

"note": "Rows counted as settled were confirmed by our own read of the SEP-41 transfer event, whoever broadcast it. HOW each was bound differs and the difference matters: a row with broadcaster self or oz was matched to the buyer's authorization nonce, so it can only have paid for this purchase. A row with broadcaster buyer arrived on the settled scheme and is bound to the transaction hash alone, which proves the payment happened and was not redeemed here before, not that it was made for this purchase rather than another of the same price. `recent` also carries reverted and ambiguous rows, which were NOT confirmed and are not counted in totalSettlements; read outcome, not the array length. Payments from accounts we control are LABELED internal (per row, and summed into internalSettlements / internalUsd) and never hidden: our own traffic proves the rail works and proves nothing at all about demand, so removing it would understate the first and reporting it plain would overstate the second.",
